This is evident from the following stipulation in the new law:

• NGOs created under international agreements entered into by Egypt do not come under the purview of this law.

• Overseas-based NGOs may, within certain regulations, perform in Egypt.

• Non-Egyptians may join Egyptian NGOs and may serve on the boards thereof.
