The journey to this law started in September 30,1997 when about 400
NGO leaders were invited to brainstorm on how a new NGO should reflect the expanded role
thereof.
Over two years, 19 meetings were held
to finalize the bill. There were two drafting committees on which 13 NGO leaders served.
The bulk of NGO suggestions was
accommodated in the new law. Prominent among such suggestions was the one calling for the
creation of a judicial arbitration committee to decide on disputes between NGOs and
government bodies.
