The new law has shifted the jurisdiction over NGOs from administrative courts to ordinary courts.

  Arbitration has been introduced in the new law at NGO's request. 

  An arbitration committee has, as members representatives of NGO's concerned. The National NGO Union, members of the Judiciary as well as a representative of the regulatory body concerned that can only appeal against a decision by such an arbitration committee if the same is deemed inappropriate.
